Gifted and talented are terms that have many definitions that are influenced by theory, research, and political considerations. From a historical perspective, gifted referred to those who were in the highest 1 percent of those taking cognitive ability tests. In many states’ definitions of gifted, the assumption is that giftedness is an ability that is formed and finished, rather than a trait that needs developing
